 Dear Pipeline Internet Subscriber,

        As you know, the Internet and Internet usage has really changed over the past several years. Today, we buy, sell, browse, watch movies, listen to music, play games and talk to each other and do all sort of things on the Web which were only dreams a few years ago. As the number of things to do has increased so has the amount of Internet usage by households and businesses. Actual Internet access usage is controlled by one's “bandwidth” access to the Internet. “Bandwidth” is a measurement of the size and speed of your connection. It is literally a function of how much data you can move over a given amount of time.

        Our Grant County Zipp Fiber has a huge bandwidth capacity. The fiber optic connection permits you and I to move massive amounts of data in very short periods of time. I like to think of it this way. A telephone modem connection is like a quarter-inch water line feeding your house. A Zipp connection is like a one hundred-inch water pipe feeding your house. The bigger pipe means you do not have to wait as long to get things done and it means that you can do nearly anything you want to do on the Internet. The problem is that it still costs money to do it.

        The Grant County PUD charges us, “Pipeline Internet”, for the amount of “bandwidth” we continuously use throughout the month. They sample and measure the amount of flow on our Internet pipe every five minutes, add up the numbers and average it out and send us a bill. The more we (you) use of their connectivity to the Internet, the more they charge us.

        Arriving at a monthly price for our Internet service wasn't too difficult in the past. We simply kept track of what the PUD was charging us and divided it up among all of our users and arrived at a price. That methodology isn't working very well anymore. Due to the increase in Internet usage by nearly everyone on the system, we found out we are not keeping up with what the PUD is charging us. So we implemented a new billing system to track and calculate the bandwidth each customer is using. This way each customer will pay for the bandwidth they use. We do not clamp the bandwidth. We are not going to increase the initial price, we will charge for the bandwidth used over the standard 7 gigs a month.

 Very few ever come close to the 7 gig mark

      (1)                    We have a seven (7) gigabyte monthly data transfer limit for monthly data usage on all accounts, seven (7) gigabytes fits within our pricing model and is a lot of data, most all of you will have no trouble doing everything you like to do within the seven (7) gigabyte monthly limit.

(2)                    We have a charge of $1.50 per gigabyte for every gigabyte of data downloaded/uploaded above seven (7) gigabytes of monthly usage.

(3)                    There is NO bandwidth limiting on the connection for home/business users. only be warned, you will be charged for the excess over seven (7) gigabytes, It is just like your cellular telephone service, you can have all you want, but you will have to pay for what you use over the Basic 7 gigs.

      (4)      We have implemented a new billing system to track and calculate the bandwidth each customer is using. This way each customer will pay for the bandwidth they use. We do not clamp the bandwidth. We are not going to increase our price, we will charge you xtra for the bandwidth used over the standard 7 gigs a month.
